The "Protocol" reviews EPA's proposed guidance for BART modeling and the CALPUFF model and recommends a modeling approach for BART eligibile sources in the VISTAS states. The revised draft does not resolve all the comments received on VISTAS' initial draft Protocol and initial draft BART Technical Analysis Plan, but defers decisions until after EPA releases final BART guidance in June 2005.
